Delbert Austin Norton was born in Dubuque, Iowa on December 24, 1886. After graduating from the University of Arkansas (1909) and Columbia University Law School (1912), he moved to Portland, Oregon in 1914 and began practicing law. He later served as an attorney for the Bonneville Power Administration. Norton also contributed to a number of civic and legal organizations, including the Portland City Club, American Artists Professional League, and the Multnomah County Bar Association.
